How Would I Go About Training A Small Dog To Do His Business Outside?

If he was an indoor and outdoor dog, and could go in or out as he wanted. This is a hypothetical question, I’m trying to convince my parents to let me get a dog and I would really appreciate an answer.

First, take the new pup out in the yard. If you want him to do his business in the backyard, go there. Front yard, go out there.
When your pup pees or poos, give him lots of praise and maybe a little treat. Do this all the time.
To prevent the dog from doing it inside, scold him when he does, and make sure you let him outside every two hours or less. With a treat in hand!
